What does the 120kg to 149kg rating mean?

The maximum user weight the maker builds and tests the chair for. It covers the gas lift, the base and the mechanism rather than just the seat, which is why it is a build specification and not a suggestion.

Why buy above the standard rating?

Because a chair used at or beyond its limit fails at the gas lift, which is both expensive and undignified. If somebody is near the top of an ordinary chair's rating, a higher-rated chair is not an upgrade, it is the correct specification.

Are higher-rated chairs bigger to sit in?

Generally yes: a wider seat, a taller back and denser foam. Measure the space under the desk as well as the person, because a wide chair with arms can foul a narrow desk return.
